In January 2025, EO 14169 froze US government funding for global HIV programmes, creating a critical and immediate funding gap.

Lives and Zambia’s economy are at stake.

The withdrawal of US government funding places enormous pressure on the Zambian government — already thinly stretched — and risks a cascading healthcare, social, and economic crisis that will affect every sector of the economy.

Stockouts of antiretroviral therapies (ARTs) and prevention tools, disrupting treatment for hundreds of thousands of people already in care.

Long-term Projection

Without intervention, Zambia faces +1.5 million deaths and +3.2 million new HIV infections by 2050 — with a disproportionate burden on vulnerable groups.

KHSL provides a coordinated procurement platform that aggregates private-sector demand for affordable, quality-assured HIV medicines. We share costs transparently, charge a percentage fee on landed cost, and reinvest all surpluses for the benefit of our participating clients.

Specialises in building efficient global health systems that empower individuals to manage their own wellbeing. During her 16-year tenure in the mining sector, Pascall managed a $25 million budget and was at the forefront of public health agendas, significantly improving the standard of care in Zambia. Since 2008, she has provided strategic board-level oversight, helping transform an organisation into a respected leader in health delivery for the mining industry.

Founding Board Member & Managing Director

An accomplished health professional and transformational leader, Musunka brings over 25 years of experience across the public, private, and non-profit sectors. She holds a Master of Public Health and has a proven track record of designing and evaluating large-scale health programs within complex systems. Musunka has managed annual health budgets exceeding $15 million and led health initiatives across Zambia and the DRC. Her leadership was instrumental in expanding rural healthcare access through Solwezi’s first mobile ART unit and stabilising organisations during critical transitions. A proven operator with overall responsibility for KHSL’s growth and strategy.

Primarily responsible for KHSL’s operations, with 26+ years of leadership over national-scale health commodity supply chains — ensuring compliant procurement, uninterrupted medicine availability, and cost-efficient execution.

Seasoned procurement and supply chain leader with more than 30 years of experience across public and private sectors, backed by a background in law, management, and pharmacy. Zyambo has held senior leadership and consultancy roles for major international development agencies and government ministries, where she managed large-scale projects and helmed critical procurement reforms.

An entrepreneur with over 20 years of experience, Watts excels at connecting Zambia’s mining industry with high-impact community initiatives. Through the leveraging of her extensive professional network, she has secured and managed sponsorships exceeding $150,000 for premier events such as the Kansanshi and Absa Marathons. Watts is the founder and delivery agent of the Kalumbila Challenge, and she designs bespoke sporting events that bring in corporate social investment and facilitate inclusive community engagement. Her diverse background combines management with a lifelong passion for promoting health and sustainable local development.

Board Member

Dr Malama is a medical doctor and virology specialist with extensive expertise in public health, clinical medicine, and outbreak control. He has served as a lead technical expert for international health agencies and in government. Dr Malama has lead the creation of national health institutes and pandemic preparedness programmes and has also pioneered innovative mobile health services and HIV prevention strategies, successfully bridging the gap between global development goals and hard-to-reach communities.

With over three decades of expertise in blood transfusion medicine and HIV research, Dr Mulenga is an internationally recognised leader who has developed life-saving technologies, including state-of-the-art exchange transfusion systems. His leadership of national health services has earned him prestigious global honours, including the President’s Award from the AABB and the Order of the Rising Sun from the Emperor of Japan. A distinguished researcher and mentor, Dr Mulenga has been instrumental in advancing medical education and implementing innovative “Hub and Spoke” models that have positively impacted healthcare safety.
